The Redevelopment of Changi Prison Complex (CPC) is an ongoing project started in 2000. It encompasses the construction of 4 clusters of institutions, support facilities and Prison HQ, which will be implemented in phases.
In Phase I, which includes Cluster ‘A’, Staff Housing Phase I, Prison Link Centre (Changi) and Interim Transit Centre (ITC) have been completed and were operationalised in early 2004. Under Phase II, facilities like the Special Services Centre (SSC), Staff Housing Phase II, Complex Main Entrance, Transit Centre, Prison HQ/Clubhouse and Cluster ‘B’ and Cluster ‘C’ are being planned and constructed.
Each Cluster comprises 5 institutions with a mixture of maximum-security institution, medium security institutions and low-medium security prisons. With the inclusion of the existing Tanah Merah Prison and Changi Women’s Prison, the entire complex when completed will have the capacity to accommodate 23,000 inmates.
The infrastructure, design and technology of CPC would enable economies of scale, additional capacity, enhanced security, more focus on rehabilitation, more employment opportunities as well as better management.
Following the recent review of implementation plans, Prisons will be stretching the completion of the CPC beyond FY 2012. By FY 2012, only three clusters of institutions will be completed and for the last cluster, Prisons will review yearly, and ascertain its timely construction.
In conclusion, with the completion of CPC project, there will be more flexibility of usage, optimise on the resources/facilities, yet not compromising to the security and thus, building a secure and exemplary prisons system.
