Assistance to Inmates’ and their families, and Ex-offenders

Family Resource Centre

The Singapore Prison Service (SPS), recognising that the impact of incarceration does not fall only on offenders but also on their families, introduced Family Resource Centres (FRC) in four prison institutions. Each FRC serves a group of prison institutions in its vicinity.

The FRC provides four core services in the following areas:

Family Workshops (For inmates as well as their families)

  • A structured programme consisting of group workshops are conducted to meet the needs of inmates and their families. These include marital and parenting workshops, family workshops etc.

Information and Referral (For inmates as well as their families)

  • The FRCs serve as resource centres for inmates’ families to find out more about the various assistance and support programmes available to them. The FRCs also refer family members to relevant agencies should they require assistance. Inmates without family support can also approach the FRC for aftercare support upon their release.

Family Support Group (For inmates’ families)

  • The Family Support Group programme provides families of inmates with support and guidance to help them cope with the issues surrounding the incarceration of their loved ones.

Family Briefing (For inmates’ families)

  • These briefing sessions aim to engage family members in the rehabilitation of inmates and to educate them of the important role that the family plays in this process.

Case Management Framework

The Case Management Framework (CMF) has been introduced to assist with the aftercare needs of ex-offenders. A mass briefing on the CMF will be done for releasing inmates to give them an overview of the services under CMF. Upon client’s release, the assigned Aftercare Case Manager (ACM) will continue helping and guiding the client up to a period of six months. The ACM will help source for the resources and services required to meet his or her aftercare needs to such as accommodation, employment and coping skills. For ex-offenders who have just been released and require support, they may contact Singapore After Care Association (SACA) or Singapore Anti-Narcotics Association (SANA).

Other Agencies Providing Aftercare Assistance

a. Accommodation

Halfway Houses benefit ex-offenders who are have a genuine desire to change for the better but lack the family support or whose family environment is not conducive for their reintegration. They may approach the halfway houses directly for residential services. (Refer to contact list for more details)

b. Employment assistance

SCORE Employment Assistance Unit (EAU) assists ex-offenders in their job search by matching them with companies that are open to employing ex-offenders. For enquires on employment assistance, contact SCORE EAU at:
